Funds Generated, Received And How They Were Spent – By Accountant General
For the year 2011, all revenues from the federation account and the IGR stood at N67,414,830,483.50. The amount spent on salaries which also include pensions and gratuity was N25,320,351,903.26 and this represents 41 per cent of the amount generated. In 2012, the revenue dropped to N59,799,111,385 . The salary paid out of this revenue was N30.4billion and this represents 51 per cent. In 2013 we had N56.6billion out of which we paid N31.2billion as personal emolument representing 55 per cent. In 2014, the allocation dropped further to N46.2billion, while expenditure on personal emoluments were increasing, we spent N36.8billion. In 2015, N31.7billion was generated and N28.7billion was spent on salaries representing 91 per cent. In 2016, the total revenue dropped to N22.1billion out of which N17billion was spent on salaries and other personal emolument representing 80 percent. In 2017 we realised N24.1billion out of which we spent N23billion on salaries and other personal emolument. So far in 2018, what we have got from Abuja and and the IGR was N23.6billion and we have spent N26.04billion on salaries and other emoluments representing 110 per cent. It means we had a deficit of N2,345,139,901.78.
For 2018, from January to September the said personal emoluments as prepared by the office of the Accountant General are as follow; in January we spent N55,417,249.4 on the salary of political office holders and on civil servants we spent N2,110,392,494.56. The percentage of the salaries and other emoluments spent on the civil servants for January represented 96.99 percent of the total expenditure.
In February, government spent N1.9billion on the salaries and other emoluments of civil servants while N55.9million was expended as salaries of political office holders. In March, government spent N1.8billion on the salaries of civil servants, while N55.1million was spent on the salaries of political appointees representing 96.55 per cent to 3.35 per cent respectively. In April, the government spent N58.3million to pay the salaries of political office holders while in the same month the government spent N1.5billion to pay the civil servants. In May this year, government spent N71.6million on the salaries of political office holders while it spent N1.7billion on the personal emolument of the civil servants. In June, the government spent N76.6million to pay the salaries of the political officers, while the government spent N1.8billion to pay the salaries of civil servants. In July, the salaries and personal emoluments of all the civil servants in the state including political officers were paid in full and the political appointees took N133.7million, while the civil servant took N2.4billion. The full salary for August was N125.3million for the political office holders and for the civil servants government paid N2.5billion. For the month of September, the government spent N125.2million to pay the salaries of political office holders and N2.6billion for the civil servants’ salaries.
So, from January to September, the total amount expended on the payment of salary and personal emoluments of political appointees was N784,536,296.54 while that of the civil servants for the same period was N18,743,242,307.95, which is 95.98 per cent for civil servants and 4.2 per cent for political office holders.
However, the governor has approved full salaries payment for the month of October and people have been receiving alerts including the pensioners. It must be noted that this is just the personnel cost and overhead not inclusive.
