Court Declares Pat Utomi’s Shadow Government ‘Unconstitutional’

A Federal High Court in Abuja has stopped Professor Pat Utomi, a political economist, and his associates from forming a shadow government, ruling that the move is unconstitutional.

Justice James Omotosho, delivering judgment in a case filed by the Department of State Services (DSS), said on Monday that the plan was incompatible with Nigeria’s presidential system and capable of misleading citizens.

He stated that the nation’s constitution does not provide for any alternative or parallel government outside the one duly established.

“Section 14(2)(c) makes no allowance for a shadow government. The defendant cannot use foreign constitutional models to confuse the people. Such a shadow government is hereby declared void,” the judge ruled.
