Delta Immigration Officials Accused Of Extorting Passport Seekers With Illegal Charges

Officials of the Nigerian Immigration Service (NIS) in Delta State have been accused of extorting passport applicants through illegal fees disguised as fast-tracking and commitment charges.

According to the group’s Lead Activist, Comrade Victor Ojei, passport seekers are forced to pay between ₦100,000 and ₦160,000 for services that officially cost ₦50,000 to ₦100,000.
He added that applicants are also compelled to pay ₦12,200 as a “Commitment Fee” and ₦20,500 for “Fast Track,” none of which are backed by any federal policy or receipt.
The petition alleges that the Passport Control Officer (PCO) is spearheading the extortion ring, with the support of select staff. It also accuses an Assistant Comptroller of Immigration of attempting to cover up the allegations under the guise of internal investigation.
“We have previously raised concerns about this issue through public channels, but nothing has changed,” the petition reads.
The group noted that the Assistant Comptroller who reached out after their complaints refused to use the NIS database to verify applicants from September 2024 to April 2025. Instead, he allegedly demanded individual evidence that could expose whistleblowers.
The group further claimed that the internal probe was merely a formality, as key officials linked to the racket, including the PCO, were not interrogated.
They urged the ICPC to take over the case and conduct an independent investigation, promising to provide names and bank details of those involved.
The Delta State Governor has also been called upon to intervene and defend the rights of citizens.
