Governor Babagana Umara Zulum of Borno State has vowed to continue “stepping on toes” ahead of the 2027 general elections, particularly targeting those aspiring to succeed him.

He made the statement on Monday at the Borno State House of Assembly while presenting the 2026 Appropriation Budget of about N890 billion for consideration.

Zulum also appealed to the people of the state for forgiveness for any discomfort he may have caused knowingly or unknowingly during his seven years in office.

He emphasised his commitment to leaving office with a clean conscience and ensuring that the state coffers remain well-stocked for a smooth transition to his successor.

On outstanding gratuities for retired civil servants, which run into billions of naira, the Governor assured that all payments would be handled transparently and judiciously before the end of his tenure in 2027.

He said, “Mr. Speaker, Rt. Hon. Abdulkarim Lawan, principal officers, Honourable members of this great chamber and the people of Borno State, I want to thank you for your support and cooperation to this government. I also appeal for forgiveness from those I may have offended knowingly or unknowingly in the course of my duties over the past seven years.

“However, ahead of the 2027 general elections, I will continue to step on toes, especially those who aim to succeed me. Such a successor must possess strong leadership qualities and the pedigree to continue from where I stop. I also intend to leave office with a clean heart and ensure that substantial funds remain in the state coffers to facilitate a smooth take-off for my successor.

“Regarding the outstanding gratuities of retired civil servants, I assure you that all matters will be addressed transparently and judiciously before I leave office in 2027.”
