Knocks As AGF Grants Osun APC Yes Or No Chairmen Permission To Open CBN Accounts

A letter from the office of the Accountant General of the Federation, Shamseldeen Ogunjimi, directing the purportedly reinstated All Progressives Congress Yes or No Chairmen in Osun State to provide information for the opening of local government accounts has surfaced online.

The AGF, in the letter signed by the Director of the Federation Account Department, Rita Okolie, asked the APC council chairmen to apply for the opening and maintenance of the accounts at the Central Bank Of Nigeria CBN branch in Osogbo.

The letter was addressed to the secretariat of the All Progressives Congress in Osogbo, Osun State capital.

The letter read in part, “I am directed to refer to the letter Ref. No.: BKS/DIR/CON/AGF/001/009 dated 13th May 2025 from Central Bank of Nigeria (CBN) confirming the opening of the accounts for the thirty (30) LGCs of Osun State (copy attached).

“This is to inform you that the CBN has requested that the LGCS should apply for opening and maintenance of the accounts at the CBN Branch Osogbo, through an application letter endorsed by any two persons out of the following officers: the Chairman, Treasurer, or Director, Finance, and Administration or Personnel Management (however so-called or addressed).

“This is to enable CBN to give the LGCs account opening package and activate the accounts.

“In view of the above, you are hereby requested to apply for opening and maintenance of the
accounts at the CBN Branch, Osogbo accordingly.”

Meanwhile, a civil society group, Concerned Citizens of Osun State, has strongly condemned the directives of the AGF.

The group, in a statement signed by its Coordinator, Apesin Abiodun Adegoke, said it was deeply regrettable and shocking that an official correspondence emanating from such a highly esteemed and sensitive office was addressed not to the legally recognized government office but instead to a political party secretariat.

“This letter, which should have rightly been directed to the Association of Local Governments of Nigeria (ALGON) at its appropriate official address, Ministry of Local Government and Chieftaincy Affairs, Osun State Government Secretariat, Abere, Osogbo, Osun State, was instead misdirected to a partisan location, a move that is not only irregular but reeks of political bias and administrative recklessness,” the group stated.

“Worse still, this improperly addressed letter was the exact document the sacked YES/NO APC Chairmen presented at the CBN Osogbo branch on Thursday, 19th June 2025, to illegally obtain account opening forms and mandate documents.

“This conduct directly undermines the clear ruling of the Court of Appeal delivered on 13th June 2025, which reaffirmed the legitimacy of the February 22nd Local Government Elections in Osun State, where PDP candidates emerged victorious and the controversial APC YES/NO Chairmen were lawfully sacked,” the group noted.

The group noted that the letter not only endorsed the APC Yes or No Chairmen but also included a partisan list of those to be granted account mandates for each local government, thereby promoting an unlawful political agenda under the guise of federal authority.

“This is an egregious violation of public trust and an affront to the integrity of the office of the Accountant-General of the Federation.

“It must also be stated that this act is in direct contravention of the Federal Government’s position, under the leadership of President Bola Ahmed Tinubu, which upholds due process and lawful governance,” the group noted.

The group, however, demanded the “immediate withdrawal of the referenced letter addressed to the APC Secretariat; a public clarification and correction of the directive.

“The reissuance of the letter, properly addressed to the recognized ALGON office at the Ministry of Local Government and Chieftaincy Affairs, Abere, Osogbo; an internal review within the OAGF to investigate and sanction those involved in this grave misstep.”

The group further called on relevant oversight institutions, including the National Assembly Committees on Finance and Public Service, to investigate the matter to protect the sanctity of public service and to prevent any further abuse of office.

“Let it be known that Osun State is not a playground for partisan manipulation. We are a state governed by law, order, and due process, and we will not remain silent in the face of injustice and institutional compromise,” the group added.
