The Osun State House of Assembly, on Friday, passed the Local Government Accounts Administration Bill, 2025, aimed at strengthening financial governance and transparency across the state’s 30 local government areas and area councils.

The legislation provides a framework for the opening, management and operation of local government accounts, in line with Section 7(1) of the 1999 Constitution (as amended), which empowers state assemblies to legislate on local government finances.

According to a statement by the Chief Press Secretary to the Speaker, Olamide Tiamiyu, the bill is designed to enhance accountability, prevent financial misuse and ensure strict compliance with statutory fiscal procedures at the grassroots level.

Under the new law, signatory authority on all local government accounts will rest solely with the Directors of Finance and the Directors of Administration and General Services in each local council.

The bill also expressly prohibits political office holders and their appointees from serving as signatories to the accounts, a move observers say is intended to curb political interference in local government finances.

Speaking after the passage of the bill, the Speaker of the House, Adewale Egbedun, said a clean copy of the legislation would be transmitted to Governor Ademola Adeleke for assent.

He noted that once signed into law, the bill would promote financial prudence, strengthen institutional integrity and improve service delivery in local government administration across the state.
